Federal Contracting Framework
The Continental Government awards contracts to private sector firms to deliver goods, services, and infrastructure in support of federal operations. All contractors must be registered in the System for Award Management (SAM) and comply with the Federal Acquisition Regulation (FAR).
Contracts are awarded through competitive solicitation processes including Requests for Proposal (RFP), Requests for Quotation (RFQ), and Indefinite Delivery / Indefinite Quantity (IDIQ) vehicles. Small business set-asides and socioeconomic programs ensure broad participation.
Classified contracts require personnel and facility security clearances commensurate with the sensitivity of the work. The Defense Counterintelligence and Security Agency (DCSA) adjudicates clearance eligibility for contractor personnel.
During the initial period of a new administration — before Congress is formally convened — the President may direct federal contracting priorities and authorize emergency procurement actions through Executive Orders. This transitional authority allows critical government operations and national security contracts to continue without interruption until the legislative branch is seated and appropriations processes resume.

How to Become a Registered Contractor
Vendors seeking to perform work under Continental Government contracts must complete a multi-step vetting and registration process.
SAM Registration
Register your entity in the System for Award Management (SAM.gov). Obtain a Unique Entity Identifier (UEI) and complete all required representations and certifications.
OCGC Vendor Application
Submit the Continental Government Vendor Registration Form (CGVRF-01) to the OCGC Vendor Portal. Include NAICS codes, past performance references, and financial statements.
Vetting & Clearance
OCGC conducts a background review of the entity and key personnel. Classified work requires facility and personnel clearances adjudicated by DCSA.
Solicitation & Bid
Approved vendors receive access to solicitations on SAM.gov and the OCGC Vendor Portal. Submit proposals in response to RFPs, RFQs, or IDIQ task order requests.
Award & Onboarding
Upon award, a Contracting Officer (CO) is assigned. Complete onboarding including security briefings, system access provisioning, and kickoff meeting with the program office.
Register as a Contractor
Join the Continental Government vendor community. Complete your SAM registration and submit the CGVRF-01 form to begin the vetting process.
